What rule have they broken:when I and a police group were playing, we came across a crime with HP, and it was impossible to kill him

Pretty sure this is a hp bug which happens randomly. I say this is an invalid complaint since no rule was broken.

There were 5 cops and no one had the idea of GOING INSIDE LSPD TO GET BATON? Lack of evidence imo anyways since it doesn't show the criminal abusing it in any sort of way, and as Shomile said it's random, but @Shomile your call

I heard reports that this is caused by / freecam (still had not been blocked), well if it did no abuse it could have been caused by network trouble maybe

this is invalid for a reason which is the criminal was frozen and wasn't moving and that happens when a criminal is frozen he's either going to timeout or he has Ping Issues, so there's no abuse or no rule broken.
