What rule have they broken:CaR and HerMiT (I had one more criminal I do not remember who it was), they got a motorcycle and used the command / motor to block the passage of the police from entering the bank, and that made it impossible to kill them until they left the bank

indeed the vehicle is unmovable normally an nrg when it's stopped doesn't look like that afaik also it looks alot like when electro blocked lspd so I promess you that the car is 100% unmovable
