How could we balance the crim/cop side?

MY OBSERVATIONS
Power Abusements
Law Side

Abusing ability to hide in houses= Hiding in their locked houses, cause crims can't enter every house, while they can
Abusing Ability to enter every base= Hiding in peoples base, cause they can enter every base, and crims can't
Abusing taser animations/effect for advantage= For Example Rutvik, shoots you with taser, you're on the ground, bring out shotgun and starts shooting you, while taser is ment for arresting.
Criminal Side

Abusing base perks= using helicopters constantly, going 2500ft in air, going in top of buildings then running after getting low, using armor/hp constantly after getting low.
Hiding in interiors= if crims hide in interiors,  cops can't reach them, the blip dosen't work, so therefore crims get unfair advantange
Turfers

Abusing /criminal command= when getting low, once they use to do /resign and get away, now they use /criminal to get away
Abusing /kill= for example sniper battle, get low hide behind a wall, wait a bit then /kill
Abusing RPG= No fire limit, shooting 5 rockets at a time.


Yes, i'm here asking for help, what are your observations on power abusement, please comment and provide evidence if you got, and comment on how we could balance theese two sides.

NOTE
Any useless comments will be removed, i need help, cause we need theese two sides balanced, so we could enjoy our gameplay even more, new players as well.

i didnt know this was a problem? Maybe there should be a limit for how high a helicopter can go.

whats the issue here?

The only real change that could be done is increasing criminal payments. It should be risk/reward job and its pays too low atm. Also the anti cheat triggers in like 30 min of robbing which makes you idle for the next 30 min.

Cops abusing taser to get ez kills should fixed tho.

I absolutely agree with you Spyno, I already suggested most of your ideas. Same for Kerws proposal about increasing criminal payments! :-)

I suggested some restrictions that may help out to play more fairer and balanced to all sides.
