What rule have they broken: Making is own rule. Refuse of obligation. Refusing to add my base. Saying that I am punished for the next 2 days. Wich rule is that?
I told him my base has 25 objects and to add it, he just wont understand his duty.

Where in that proof did you say there were 25 objects?  There are rules for how many objects you can in a base.

I don't see where he did anything wrong. You've been asking to have the base added, you should have read the rules before blindly requesting a base, and reporting someone when they denied it. You can view the rules here: https://forum.igcrpg.com/?topic=4764.0

I do not see any abuse here.  @Sam can handle the rest of the complaint.

I created a new base in the same location wich is area 51, 50 objects used, gates I sent you screenshots for the coordinates and rotations.
and you keep saying that I am responsable for my words and my actings, you dont have atority to say that
Because i've done all you ask, base is fixed. All you have to do is to upload it and fix the gates.! but you keep rejecting even if everythings fixed. you keep saying i am punished for 2 days! that is unfair for players.

I have used 50 objects and met the requirements, and Drake declined and punished me 2 days for nothing!

Greetings. Before i start i would like to say that this complaint is Invalid due to the following reasons:

Group Rules & Guidlines:

- IGC staff reserve the right to deny group feature request.
However If you follow these guidelines there will be no reason to deny request.
- Base must not have more than 50 objects.
However, official group bases have a maximum of 75 objects.
- IGC staff reserve the right to deny group feature request.
However If you follow these guidelines there will be no reason to deny request.
- IGC Administration is entitled to deny or remove group bases.
IGC Administration can deny/remove bases if they do not meet the requirements/expectations.

The bases/group rules and clear and understandable for everyone. You have broken the Object limit rule by having 98 Objects placed instead of the limit of 50. Drake has the right to deny your request.

The term "Punished" that was used by drake is not an accurat one. In this subject it menns that you are not allowed to apply again for some time. No abuse or Special rules are made here. Everything is clear to all.

Feel free to apply for your group base addition after 3 Days starting from today. 
Complaint closed. @Drake  has no charges.
