Muted players won't be able to use /msg <Playername>.

Suggestion: Muted players won't get /msg access while punished.
Detailed explanation: While testing punishements with Death, i told him to mute me, the strange thing i noticed is that muted players still have "/msg <playername>" command available to use, and based on my opinion, the first thing they will do is to start spamming messages to staff members and community members and annoying basicly everyone on the server. I think this should be removed so they won't cause any problems and they will learn a lesson so next time they won't break any rules again.

I believe this applies to global mutes already. The regular mute is just for stopping main chat.
