Detailed explanation: as we know there is a rank for every side-crime and law- as criminal boss and police cheif.
so why we didnt add an offical rank for Civilians?
..so i suggest to add a Civilian's President rank for who have much of xp.s, who apply for this rank must have lvl 7 at 4 or 3 jobs at least, and any featurs else... I think it will solve civilians problem also: a few plays play as civ. daily, so if it get added many players will play as civ. to get this rank, maybe civs will be =criminals=cops at in-game numbers of players.
