maybe when you pick pocketed a cop before and you have a hundcuff key how ever when you are handcuffed you cant pick pocket maybe in the past you  pick pocketed a key and use it when your handcuffed

there should be a 25% chance of getting the key, it will be just easy as fuck to have a key each time you pickpocket a cop.
(still 25% is high af imo)

There is a small chance of getting a key, however I don't think it works like it's suppose to. Will have it checked out.

I think the chance to get the key should increase, cause ya know, it'd be kinda difficult to rob a cop while he tries to kill/arrest you.
