Prime Minister doesn't make sense since Civilians as a unit are not government employees or organized into Ministries.

What would make sense is something along the line of a labour union (since civilians are, at thier core, workers). In which case these leaders are generally called General Secretaries or Presidents

The "Civilian Minister" name is not uh, I don't know but it doesn't sound right. Perhaps "Social Chief" or "Employees Chief" something like that.

Overall, the suggestion is okay and I upvote it since we could recognize normal players from leaders of a certain team.

I think the name is already chosen and check Here , people already applied with the name " Civilian minister " so now I think it's up to developers to add this or not. Everything is perfect and ready , let's just wait.
