What rule have they broken:when I and a police group were playing, we came across a crime with HP, and it was impossible to kill him

Pretty sure this is a hp bug which happens randomly. I say this is an invalid complaint since no rule was broken.

- was the criminal frozen (wasn't moving?) yes or no
- did the criminal get a timeout after a while? yes or no

I heard reports that this is caused by / freecam (still had not been blocked), well if it did no abuse it could have been caused by network trouble maybe
