Sounds like a mistake. Also you have to thank Boca, Hiccup.
That picture alone just shows you being mullered by a car in the street. Which isn't something I'd punish for as roads are for cars, not people. Remember in future complaints to get as much evidence as sensibly possible, as it gives a better painting of the situation than a single picture.
But thanks to Boca's input, I'll mark it as valid, and it looks like the player was already given a warning for it so no further actions is needed.
