Title: Community event managers will do quizzes

Suggestion summary: CEM will be able to make quizzes
Detailed explanation: Community Event Managers will have the access to create quizezz just like the math quizzes but they will have the freedom to choose the question. You can answer it from /aq or /quiz
This will improve quizzes system and will increase players entertainment and will improve CEM system.also L1 staff may have access to this too it's optional for developers
