Did you try to reinstall MTA? or even GTA? I see this issue first time. try to do that.

I'd stop any process related to "Payday" (Steam included).

Forgot to mention that uninstaller doesnt work for mta tho and will try to reinstall gta sa tomorrow and tell you.

You got no cheats for PayDay2, maybe. But you got s0beit, a cheat client for SA:MP.

Check to see if your Payday 2 and GTA files are within range, its possible the files could have been merged together by fault or added in the same download folder, otherwise the steps are to re-install MTA and GTA into different folders and change the directory locations.

No, MTA/GTA are somewhere and the whole steam file is somewhere else.

I download sa:mp once and played it about 30 mins and never had a cheat for it.

I think this will be only solved if you uninstall  MTA. For some reason ( the actual problem ) MTA won't be uninstalled for you. Try uninstalling it from " Computer " > "Uninstall or edit a program " > uninstall MTA 1.6. If this didn't work then try updating your windows , I'm not sure if you want to do it just to run MTA.

This is clearly not a feature or issue of GTA or MTA. You have some form of third party hack, whether you installed it purposefully or accidentally.
