What rule have they broken: Griefing
Quick story: He was ALWAYS begging for money on main chat, asking everyone for 10k. He came up to me while I was fixing my car, asking for money wich I denied, so he proceeded to block the entrance and shoot my car at that time. He also shot it several times after the event but I don't have SS of that.
Some time later while I was working as a bus driver he also kept annoying me pushing my bus off the road, multiple times and also blocking it on foot.
