Add Packages again specially Speed pack

Suggestion summary:add car Packages we need to buy new cars and it must be speed packed
Detailed explanation:if a new player would buy a car and saw another one who has car with speedpack that would be so annoying and that new player maybe request from anyone with any price to have a car with speedpack and he will ask himself why there is no more speedpacks ?

this was suggested and accepted how ever i heard there was a bugs in this speed packs ince FTA they are fixing them https://forum.igcrpg.com/index.php?topic=2542.0 @Phoenix mind taking a look at this topic and deciding wether it should be removed / locked or something
