"hi wabna 2pac :D". That's what you're reporting him for? Did you really get offended by that? Hard to believe (wabna = gay, according to 2pac). If you can't handle such "insult", you can't play any Rockstar Games kind of game. This is WAY TOO TRIVIAL to set it as valid thus, invalid.
Like, he's probably just messing around with you and trying to create a nice environment between you 2, he just greeted you with a smiley.
